I have the current OpenAL Soft 1.18.2 with their DLLs copied to System32 and SysWOW64 per their instructions and I verified files, I deleted the AppData\Roaming\alsoft.ini (your game doesn't generate this, the alsoft config does) and audio then sounded correct with my device at 96 kHz. This would only affect people that downloaded OpenAL Soft and then ran the alsoft-config.exe and tampered with the settings. I believe I found the issue: OpenAL Soft's resampler in conjunction with your OAL Soft DLL.
